Who do I talk to about renovation plans?

We have recently moved into a 2 bd apartment (block of 7) in Manly circa 1920 (3rd floor). I want to renovate the kitchen and gut the bathroom. For best results I want to move the laundry into kitchen, remove a part of a load bearing wall and perhaps relocate the toilet as it is the first thing you see when you open the bathroom door. Who do I talk to to find out what's possible?
